by David Roberts At close to 11pm Eastern, Boxer’s office has finally released the chairman’s mark of the Kerry-Boxer bill. This is the version of the bill that will be debated in hearings next week. Concurrently, the EPA has released its analysis of the economic impacts of the bill (PDF). These are both crucial documents that will see a lot of discussion in coming weeks. Here’s just a few cursory notes. The main thing to know about the EPA analysis is that it came to roughly the same conclusions as it did about the House bill, ACES. U.S. Senator Barbara Boxer (D-CA), Chairman of the Senate Committee on Environment and Public Works, today released the text of the Chairman’s Mark of the Clean Energy Jobs and American Power Act (S. 1733).Senator Boxer said, “We’ve reached another milestone as we move to a clean energy future, creating millions of jobs and protecting our children from dangerous pollution. I look forward to the hearings and the markup as we move ahead to the next step.”

Last Friday EPA released its analysis of S.1733, the Clean Energy Jobs and American Power Act (CEJAPA), which will be the subject of marathon legislative hearings this week. EPA found that, like the ACES bill that passed the House in June, CEJAPA is a clean energy bargain: It would set the United States on a course to dramatically reduce global warming pollution 20 percent by 2020 and 83% by 2050 for an average of less than $120 per household per year from 2010 through 2050 (net present value). Another key finding is that the legislation will produce a net benefit for agriculture, a constituency that is even more influential in the Senate than in the House.

In a previous post, I asked why we don't consider the federal transportation bill a major energy bill. Leaving that question aside, on Friday, Senators John Kerry and Barbara Boxer introduced a bill that couldn't be mistaken for anything else: the Clean Energy Jobs and American Power Act (S. 1733).
As much as we must pass transportation legislation that focuses on energy and climate change, we must also pass climate and energy legislation that focuses on transportation. And the Kerry-Boxer Clean Energy Jobs bill does just that.
